State Board Discusses ESSA, Plans To Send New Draft To US Department Of Education For Approval

During Wednesday’s State Board of Education (SBE) meeting in Raleigh, NCDPI Federal Policy Director Lou Fabrizio and Director of Accountability Services Dr. Tammy Howard addressed board members about several updates to the NC ESSA plan, which will be sent to the US Department of Education on February 5, 2018 for approval, contingent upon the SBE approval this week. Board members expressed concern about the federal requirement, which states that alternative schools must have performance grades based on the 80/20 formula. Vice Chairman A.L. Buddy Collins stated, “This seems to be an overreach by the U.S. Department of Education on something that affects our most vulnerable children in a way that doesn’t sit right with me.” Board members, in agreement with Collins, discussed negotiations with the U.S. Department of Education, and State Superintendent Mark Johnson indicated his support for this approach.
